What If OPT Cost $100,000?

American universities have already welcomed and trained these graduates. Optional Practical Training (OPT) gives eligible F-1 students temporary permission to work in jobs related to their degree. What happens if that bridge costs $100,000 to cross?

The Wall Street Journal reports that the administration is considering the fee. This story models one charge when a graduate begins initial post-completion OPT.

The strongest objection to OPT is that when an international graduate gets a job, an American applicant may not. The story, however, is not so clear.

07 / What research finds

Studies find effects in both directions.

A Census Bureau study of immigration broadly found small declines in native workers' earnings and employment. A 2024 study of STEM OPT found that its expansion increased domestic STEM employment, especially in information technology. A 2026 study found that domestic STEM degree completion rose after OPT expanded.

Individual workers may face greater competition for a particular job while domestic STEM employment and training grow across the economy.

A university laboratory may hire a postdoc at a typical salary of $55,000 because that researcher has expertise needed for a particular project. Salary and estimated benefits bring the position's annual compensation to about $79,710.

At $100,000, Dr. Lin's postdoc would not continue under the model. Among biology graduates with compensation estimates, 52.2% would not continue.

American workers deserve protection from underpayment and direct replacement. A large OPT fee would make financial backing the deciding factor, regardless of merit or the importance of the work.

Methods, sources, and caveats

The story combines IPEDS 2021–22 international degree awards with FY2022 SEVIS initial post-completion OPT starts. The Institute for Progress obtained the SEVIS records from U.S. Immigration and Customs Enforcement through the Freedom of Information Act and published them through the OPT Observatory. The website receives aggregate tables only.

How to read the numbers

SEVIS provenance

ICE public release #43657 was requested by the Institute for Progress under FOIA and published October 1, 2024. Violet Buxton-Walsh and Jeremy Neufeld documented the release in the OPT Observatory, Institute for Progress, October 2025.

Two annual flows

The degree count and the OPT-start count cover aligned years. They are not linked person by person, so their ratio is not a national OPT participation rate.

Compensation and the fee

Compensation estimates are available for 51,380 entrants. For 10,909, the job title and field of study identify a broad occupation family, but not a single six-digit occupation; those records use the FY2022 BLS OEWS median for that family. The other estimates come from an audited or O*NET occupation match or the postdoc benchmark. The remaining 64,481 entrants stay outside the model.

Students and postdocs

Tuition and financial resources are annual Form I-20 amounts. Financial resources combine personal or family funds, school aid, outside support, and expected on-campus earnings. They are not audited wealth or necessarily liquid cash, and they should not be added to tuition. A postdoc title appears somewhere in the post-completion OPT history of 4,211 entrants; 3,462 have a postdoc as their first identifiable post-completion job and receive the postdoc compensation benchmark. NCSES reports a $55,000 median expected postdoc salary; the $79,710 estimate adds employer-paid benefits and excludes research expenses and overhead.

School-program rates

The program measure links each expected-completion record to post-completion OPT under the same program-level STUDENT_KEY. It displays every school, degree, and program cohort with at least 50 records. A 90-day window adds 7,533 records. The measure does not establish confirmed graduation, program quality, or institutional intent.

Employer settings

“Industry” contains named employers left after identifying universities and research institutions, nonprofits and health systems, and government. Some employers in this remainder cannot be classified more specifically.

Evidence on American workers

The Census study covers immigration broadly. The MIS Quarterly study examines domestic STEM employment after a STEM OPT extension. The AEA study examines STEM degree completion after OPT expansions. None observes the other applicants for jobs in the SEVIS records.

What remains unobserved

The data do not reveal actual OPT pay, employer decisions, student wealth, visa approvals, later immigration status, departure, overstay, or downstream economic effects. The reported fee proposal has no public implementing rule, so its payer, exemptions, and timing remain unspecified.
